The city of Blaine will hold an open house on Thursday, August 6 to publicly present the next step in the Semiahmoo Resort’s development plans.
The company’s proposals, if approved, would add 325 condominium residential units near Semiahmoo Resort at the end of the spit, another 92 at the southeast corner of Semiahmoo Parkway and Semiahmoo Drive and add 189 slips to the Semiahmoo Marina, doubling it in size.
The city is hosting the open house to explain the process the proposals must undergo prior to approval. It begins at 6 p.m. at Cannery Lodge, 9261 Semiahmoo Parkway, in Semiahmoo Park at the base of Semiahmoo spit. A second “scoping” meeting is scheduled for August 20 at 6 p.m. at the same location and will be the formal opportunity for providing comments on the scope of the related supplemental environmental impact statement (SEIS).
An SEIS was deemed necessary due to the size of the project and the fact that the original EIS dates back to 1985. The two-hour open house is informal, meaning that people are invited to view the proposals and ask questions of city staff and representatives of the developer. Comments can be submitted in writing to city staff until 5 p.m. on August 31.
The specific proposals include revisions to Resort Semiahmoo’s master development plan and three planned unit developments (PUD).
The Semiahmoo Resort Village PUD proposes 325 condominium units, approximately 21,500 square feet of commercial space, public open space, parks and associated parking on the spit tip area of Resort Semiahmoo; limited changes to the hotel structure are proposed. The development would be located on 17 parcels on the tip.
Commercial space, including retail space and restaurants, would be provided within renovated areas of the existing hotel, as well as within renovated existing buildings on the tip. Modifications to the public shoreline corridor and existing trail are also proposed to create a more natural shoreline trail.
The marina phase 2 PUD proposes 189 new boat slips within the existing marina area of Resort Semiahmoo. The project would include dredging of the south portion of the marina area (from minus 11-13 feet mean lower low water to a new depth of minus 15.5 feet), installation of floats and piles and development of two habitat benches along the shoreline to provide mitigation for potential project impacts.
The Burnside Village PUD proposes 92 multifamily residential units, approximately 12,000 square feet of commercial space, a community park, a public storage facility and surface parking on approximately 20 acres in the uplands area of the resort. The proposed development would occur on nine parcels in Zone 3 in the Boundary Ridge District of the RSMP and on an unnamed area between Zone 3 and Semiahmoo Parkway that is designated for commercial and public facility uses.
The company’s other proposals would revise the resort’s master plan reflecting the changes and add it in the city’s comprehensive plan.
