Birch Bay Water and Sewer District staff are cautioning customers against official-looking flyers being mailed out advertising water line insurance.

District manager Dan Eisses said a number of customers have contacted the district about flyers they’ve received from a company called Home Energy Insurance Solutions. The flyers warn customers their properties are not covered by the company’s water line insurance and that water line breaks under their property can be costly to fix.

The company, which gives a Seattle P.O. box as its address, says it can offer up to $12,000 in annual coverage for $4.95 per month. The company makes clear it is not affiliated with the local water utility at the bottom of the first page of the flyer.

The Better Business Bureau covering Washington state has no listing for Home Energy Insurance Solutions, but its Connecticut counterpart gives its parent company, HomeServe USA Corp., a “D” rating on an A through F scale. Most of the 141 complaints against HomeServe USA Corp filed with the Connecticut bureau involve their flyer’s resemblance to official mailings from public utilities and the company’s failure to cover insurance claims.

The district recommends customers should review their homeowner’s insurance to determine if it covers water line breaks. If not, obtaining quotes from multiple insurance companies is advised.
