The Nooksack River and other low-lying areas are expected to be primarily affected. Officials continue to monitor the situation, and drier weather is expected on Friday.
The public is advised not to drive through standing water or attempt to unplug large catch basins.
Residents should not dispose of leaves or yard clippings in the street, ditches or creeks, as this can compound the problem.
