Whatcom County Planning and Development Services (PDS) officials have fined SSA Marine $2,000 for doing tree-clearing and road-grading work at the proposed site of the Gateway Pacific Terminal south of Birch Bay without acquiring the proper permits. The notices of permit violation released by the county say the work damaged wetlands and other environmentally sensitive areas at the site.

SSA Marine will also be charged $2,400 to pay for the cost of PDS staff processing the paperwork for the permit violations. SSA Marine, through its subcontractor AMEC Earth and Environmental, did have the county's permission to drill holes for earth sampling at the site, but not to remove trees or grate roads through the forests and wetlands that blanket the area.
